Decide what belongs in HTML
Information needed by most visitors should usually be readable on the page. Downloads can support detailed documents, but a PDF should not be the only way to discover basic service information or contact details.
Label downloads clearly
Use meaningful names and indicate the document type. Keep versions and dates clear where they matter. Avoid a folder of similarly named files that leaves visitors guessing which one is current.
Assign document ownership
Identify who approves and replaces each document. When a file changes, check links from service pages and emails where practical. Archive older material deliberately rather than allowing contradictory versions to remain prominent.
Review accessibility and size
Check whether the document can be read and searched, and whether its file size is reasonable. Provide a contact route for someone who cannot use the format. Test the download on a phone as well as a desktop.
